There are various things that could be wrong, such as low batteries, incorrect settings, no memory card in camera, etc. I would suggest as an easy start that you download the "Powershot A460 User Guide Basic" (a .pdf file) from the Canon website and read pages 24-30. You probably do NOT need to install any software on your computer if you are using a PC. The computer should recognize the camera when connected to a USB port, and open the Scanner and Camera Wizard by default.
either try puttin iso in auto mode or put it below 1000 if u r in day lite and adjust ur exolrsure setting which will even help u not getting over exposed
