I turn it on and I see IBM on the screen then it starts making a TICKING noise and THE SCREEN WENT BLACK .....then I cleaned the memory of your computer with a pencil eraser, the gold color part of the memory, then turn it back on and now I see windows xp and the scale showing it is trying but it keeps ticking and not going past this screen
The ticking noise is either something touching the fan in the Fan Assembly; or the Harddrive has gone bad.
My thoughts?

first clean the memory of your computer with a pencil eraser, the part that you will clean is the gold color part of the memory, wipe it out with a pencil eraser, if you have a separate video card. clean it also. and then turn back on your pc.
if the problem is the same, clean your motherboard hardwares by pulling out the hardwares that is connecte to the motherboard. and also the motherboard,
note: if you cant' do one of these things, just have your computer repair by a professional computer technician in your area

Try starting in safe mode, pess F8 continually at start up, then choose safe mode without networking. If you can enter safe mode, then go to start, run, and type msconfig, click on the startup tab, and disable all, then restart. This will turn off all of the startup programs and use less resources. If this works, I would then recommend downloading malwarebytes from malwarebytes.org and running it to clean the system of possible infections. Then, check how much RAM you have, you may need to upgrade. If you can't even boot into safemode, then you may need to reinstall the operating system.
