first off is its age and then manuals.
seems only 7 years old 2011 made.
there are many passwords on PC. 2 in BIOS (admin/user)
the HDD can be encrypted (hopeless if yes)
Windows login password w10, UNSTATED by you.
The bios is the most serious, after all cant replace HDD with BIOS locked. (due to boot locked)
IF BIOS is locked on most newer PCs, like this, (my guess)
means only DELL can unlock it,
warning DELL may ask you to prove you own it.
after all that is the new purpose of locks now.. UEFI rules and laws.
My guess is the TPM chip is present here.
In all cases, the reset rules vary by age (Generation) of the PC.
old PCs are childs play to reset (a jumper or battery pull trick)
on newer PC they made it far harder.
2007 PC are reset with secret back door PW that Dell has.
newer PC with the full UEFI TPM chips, vastly more hard to reset
by design. In most cases DELL sends you a BIOS reset file
that does this, that only works on YOUR PC.
