My friend you may have gotten a faulty phone, and i'm quite positive that u did...The
phone may have suffered some water damaged and it was not listed by the seller. Maybe u could send the seller back a nice message. Hope this helps.

First look on the package which your sim card came in . your puk code and default pin should be stated clearly on the card.
or else you need to call your service provider from a sim which is from the same provider. It will be a Toll free number, thus you will not be charged.Explain the assistant that you need your puk code. They will be asking your phone number and will provide you the puk code.
once you have your puk code.you will be able to reset your pin code.
note:if you have any clarification please let me know.
PUK means "personal unlocking key"
. The PUK code is asked if you enter a wrong pin 3 times. You
need to call your phone service company, they can retrieve the puk code
from a database for free. In your case you need to contact your
SIM card phone provider technical support to unlock the SIM. The PIN
and PUK are related to the SIM card, not to the phone. If you replace
the SIM card with a different one, then the phone should not ask for
the PUK anymore. Your rating is
highly appreciated on this matter.
Have you activated phone yet? When phone is activated and in service it flashes green. It's hard to believe it would flash green without a SIM card, as there is no service...unless AT&T is providing emergency service only and you're getting a flashing green which means you're in range of their towers.
SIM pin code: This is a pin code that locks the sim card until you enter the correct code. This protects your account, even if your sim is put into another handset. To reset it you need the PUK code. Pin Unlock Code (PUK) If you miss keyed (or forget) your SIM Pin code, and enter the wrong one 3-5 times in a row, the sim will lock up, and you'll need to enter the unlock code to release it. You should ask your Network Service Provider for this code when you need it. Don't try to guess it, because after a few wrong guesses, the SIM card will be permanently disabled.
call Boost and tell them you want to activate a used phone and sim card, (oh yeah buy a 20.00 reboost card) i think they charge 10.00 to reactivate, you can also go to ebay and get a starter kit with 5.00 and imei for like 4.00
Hello, are you putting another t-mobile sim card into the device? If
not, and you are trying to put another carriers sim card, the phone
needs to be unlocked. If it is a t-mob sim, you either put a user lock
on the razr, which means u gotta flash it to fix it, or you have a sim
lock, which you would have to call tmobile to change you sim pin
