Remove ALL media from the machine DVD, CD, USB, etc. Check/reseat all Monitor cables. Reboot. If that fails, unplug , plug back in in 30 seconds or so. reboot, if you get a Dell Logo, Open the boot Menu and select Boot from HDD first.

The CD Drive has probably gone bad. You will have to buy a replacement drive. I recommend newegg.com. The price will be about 30$ for a DVD burner. If you want just a DVD player or CD Burner then it will be even cheaper. Dell provides a very easy to read step by step guide with pictures on replacing your drive here:

You clearly have an SMPS(power supply issue). Not 3 days ago I worked on my dad's PC that had the same problem. I found that the board had some leaky caps, and the circuit board inside it partially burnt. I could get it working by replacing the caps, but dont know how long it will last(I'll be getting a new PC soon anyway). Its advicable you replace the power supply. Should cost you around 30-50$ at MOST!

The blinking yellow light on the power button is almost always a power supply failure of some kind. You should try disconnecting the PC from the wall and letting it sit for 10 minutes to let all the power in the capacitors drain. This will do a mini-reset on the power supply. Plug the power back in and then try it again. If that doesn't work, find the 110/220V red switch on the power supply, unplug the power from the wall, flip the switch a few times, make sure it lands back on 110, then connect the power and try turning it on again. If those don't work, you'll need to replace the power supply unit.

I have a Dell Dimension E521. When I cut the power on everything comes on including the monitor, but the monitor will stay black. It does say something about power save hit any button but the screen

A solid green light means the computer is operating normally.

A solid yellow light indicates the power supply is operating normally but the computer is not processing data.

You have a rootkit virus, the only answer is reformat the drive and start fresh, sorry.
After a fresh install is done immediately install service(can be downloaded free from microsoft.com) pack 3, because sp2 is vulnerable to a host of trouble.

Have a dell dimension 4700 with orange steady light?

Turn the machine off and unplug the AC power then hold the power button in for about 30 seconds to drain any residual power. Plug it back in and turn it on, when you see the Blue DELL word press CRL+ALT+D and this should run a diagnostic on the hard drive. If it runs ok you will get a pass or fail on the hard drive. If you cannot get the diags to run you might have a bad power supply or motherboad/processor. I would find a known good power supply and try it before the motherboard.

Newly installed HD now PC does nothing

Check the BIOS and make sure it's doesn't still have to old HD in there. Are you seeing anything on the screen?

Hit F12 to get into system setup and find out what HD options you have.
