Unable to reboot CPU

Dell XPS 400 with windows XP. I recieved the blue screen of death stating that on or more of the drivers were bad and needed to be uninstalled. I am recieving LED code errors 1 and 3 with beeping sounds upon attempting to boot up. I was able to reboot twice since then but not anymore. Is there anything I can do to try and fix this?

    Dell xps 200 shuts down when re-installing the operating system. It gets to around 40% and shuts down. It has been flashing amber and shutting down for a month. Dell techs (software) tried multiple times to fix it and said it was a hardware issue. That is when we tried to reinstall windows it shut down. The system is 2 years old. Hardware warranty ran out i June. Is is the mother board. power supply, hardrive, etc. Frustrating. I have alot of money in this system and Dell cannot figure it out. Fed up with their support !!!

When its powering on let it get a little ways in then hold the power on off button until it just shuts off. Then boot it on and see if it gives you a safe boot option if it does select it. Then do a system restore to before this problem started. Hopefully this will restore the drivers.
