With a voltage meter see how many volts are at the starter terminal. If not 12+ volts you have a bad connection. Check connection at the starter solenoid. Does it have 12+volts? Short the solenoid. Does it put voltage to the starter?
The radio and BCM needs read for codes. No reason for the radio not to work after a FOB program. Just a guess, but if the battery power was to low, radio is locked out.
Does it turn off when you open the driver side door? If so, that's normal. My car also keeps the radio on when the key is taken out of the ignition until I open the driver side door. If the driver side door is not opened then the radio will only stay on for 8 or 10 minutes though. If it's not turning off ever, even when you open the door, then I don't know what's wrong with it. It takes a lot more power to transmit than it does to receive. So it is possible to listen but not be able to talk. Make sure that the batteries are charged and that the batteries are holding a charge. When batteries begin to fail they won't hold a charge for long at all.
