From the QuickCam menu, click the QuickCapture button as shown below:

Open My Documents folder as shown below:
Open the My Videos folder:

Double-click on the video file you wish to view and it will open in Windows Media Player or any other video player you have set as your default video player on your computer.

Try installing the WEBcam driver. You can download WEBcam driver from the laptop manufacturer's WEB site. I cannot give you the link to this WEB site because you did not provide details of the make and model of your laptop.
The web cam must be installed into the PC , so using the drivers or download the drivers from site and install into PC, then run the program and connect the web cam as it will be detected and installed. Now open the webcam icon on the desktop and click to switch on the webcam and you can click for recording on the window. Save to your folder and the recorded file can be played back.
Probably your web-cam driver software is corrupt and so there is no action. So remove the web-cam and un-install the web-cam, the reinstall the driver to the PC, then connect the web-cam to be detected and installed as a new hardware. Now open the icon and click to record, if not the web cam is faulty.

in this case the problem is with the msn...try to reinstall the windows live messenger ...there are available new updates on windows site ...just google for windows live messenger ..and it will gave you solutions for download so ..reinstall cause it it was the camera..it should just not work ...but you should be able to see other people web cams..
