Try a different country site, ie if you are in UK, try the USA site or Australia etc.

You will need to use the Lexmark X4650 driver for Windows 7 64-bit from the Lexmark website. First, uninstall the existing driver from your pc. Go to Start menu -> Programs -> Lexmark 4600 Series -> Tools -> Uninstall. Reboot your pc when prompted.
To reinstall, click on this link Lexmark X4650 Driver for Windows 7 64-bit. Download, execute the file and follow the instructions on the software.

Probably Lexmark X4650 InkJet Printer User Guide will be able to guide you. If you have already installed the Lexmark software on your system you can view the User Guide by going to the Start menu >> Programs >> Lexmark X4600 Series >> User Guide. Scroll to page 94 for instructions on how to install the ink cartridge. If not, you can download it for free from here

Sometimes the ink cartridge carrier won't position automatically to the center even when the printer is on and the cover is open. Just unplug the printer from the power source.With the cover open,hold the solid white strip and gently slide the carrier to the middle of the printer.Remove the used cartridges. Load the new cartridges.Close the cover.Plug the printer back to power source.

I presume your printer is the Lexmark X4650 since you posted under this model. I suggest not to plug the printer to your computer yet. There are Lexmark X4650 drivers available for download in the Lexmark website. Just click on this link: http://bit.ly/cKuj3Q. Click on the Microsoft, Macintosh, or Linux/Unix dropdown found below the page to choose the version of your computer's operating system. Download and install the software. Hello, I'm Nathaniel F. Berrios.
In order to install a printer without the disk you will have to go to the manufacture's website and download the latest driver for that printer, look for help and support & downloads.

Normal 0 Driver could be corrupt.
Disconnect the printer or at least be sure it is turned off. I'd do both and reinstall the CD software program that came with the printer. When the software program asks you to connect the printer to the USB port, do so and it should again work properly.
