Have you used the external antenna port? If this is damaged it renders phone useless. Somehow connected to main antenna.

Razr v3

Phone is wet, or has damaged battery or charging port, the phone should be dried and the same for the battery before any further testing is done, leave the battery out of the phone until your done. Test the phone by charging the battery once the entire unit has been dried for several hours with gentle warm dry air flowing over and around the unit, keep the cover off, battery out and make sure it doesn't get too hot to touch, if it does it can damage it, also don't plug anything into it until its fully dried. Cheers!

Razr V3 - Outbound Calls fail

sounds like a signal problem check the bars of signal on your phn might be the antena try placeing your sim into one of the other razers and see if call goes through and let your service provider know they can send all info to phn like a new activation might be a issue where you cant connect to a tower if thats the case youll need to talk to your service providers tech department and have them check for the lrn easy way to see call your phn and see if you get dead air or fast busy signal

Water damage

Wouldn't suggest putting it under any sort of heating device (hairdryer, oven, etc). Just isn't a good idea to heat up electrical items...

Placing it in a closed container (ie a jar) filled with uncooked rice should draw out all the moisture. Remove the battery and any covers on the phone and place it in the uncooked rice. BE SURE TO LEAVE IT THERE 72 HOURS....and do not place the battery inside the phone. You may need to replace the battery if it was damaged from the water.

Hopefully the rice will have dried it out before any damage was done by mixing the water and electricity with the phones circuits.

Good luck

Motorola RAZR V3 Cellular Problems With Water Damage

yes it is bad
getting hot means that the internals are frying or shorting out
leave the battery off of it for about a week then try it again.
I really don't like your chances of it working properly again though.
Good Luck
