This copier scans as an image. The contents of this file are not searchable. The output type (as default) can be set by logging into the web interface of the machine. As for one- touches that are allready setup as tif, you would need to edit the one touch parameters to set the device to PDF. (image only)

I think you may want to change it right on the interface on the copier/scanner/printer itself. It may need to be done everytime you go to scan or you may be able to set it up a default not sure on this machine.

The HP SCANNER SPECS say:
Scan file format
Bitmap (.bmp), JPEG (.jpg), PNG (.png), TIFF (.tif), PDF (.pdf), Searchable PDF (.pdf), Text (.txt), Rich Text (.rtf).
That means it is supported. What you can try is to try and uninstall ("Programs and Features in Windows) the Adobe PDF program and get the free one to install again from: http://www.adobe.com/products/reader.html
If it still doesn't work (links itself into Windows and the HP software), try reinstalling the HP software or go to HP.COM and you can download the latest full-version file for your 4625 printer.
Scan and create PDF document You need to install a PDF printer driver on your computer first. There are quite a few freeware PDF writer programs on the Internet you can download one such as CutePDF. From your computer SCAN your document then click on File - Print and select the PDF writer as the printer device. Then name and save the PDF file. I was trying to figure out how to scan multi-page documents to a single file and found this on the Brother website:
Double-click on the ControlCenter3 icon located in the Task Tray to launch the program window.
Click on CONFIGURATION -> SCAN.
Choose the type of scan you require. The choices are: IMAGE, E-MAIL, and FILE.
The Scan to configuration window will appear.
The SOFTWARE BUTTON tab configures the Scan to button within theControlCenter3 software interface. The DEVICE BUTTON tab configures the Scan to key on the Brother machine. Choose the tab you want to configure.
Under FILE TYPE select an option that allows multi-page documents:
a) PDF (*.PDF) b) Tiff Multi-Page # Uncompressed (*.tif) c) Tiff Multi-Page # Compressed (*.tif)
