Top four inches of screen running horizontal is distorted.
The RCA 27" truflat screen top four to five inches have static lines running horizontally. It makes it difficult to view the top portions of the screen. Most of the heads of pictures are distorted.
The TV is only three years old and began the issue about a year ago.
I have recently updated the cable and even changed to direct TY, but the problem persist.

The problem is most likely in the vertical circuit, possibly the vertical IC itself or one of the feeder caps in that circuit. Could be possible poor solder connections on the IC also. Is the problem intermittent?

This is an ITC008 chassis built in mexico and the problem you're describing should be an inexpensive repair - but my downside opinion is that with this particular unit you could expect the next problem in about one to two years.
Being a certified technician there are few TV's that I would tell a customer to walk away from if they were considering a purchase - but this is one of them. I'm sorry for such a negative review, please don't take it out on my rating for this solution. But if you have it repaired take it in yourself and save a few bucks - and ask the shop to save all the old parts for you.

Replace all the electrolytic capacitors in the vertical output section circuit. There will be 5 or 6 of them. Replace the at one time. The fault you see is technically called " vertical retrace lies".

Your TVs vertical output section has the trouble. Electrolytic capacitors in that section, 8 numbers the most, should be replaced with new capacitors. Iit won't cost more. OK.
You have some bad capacitors. They are located very near and next to your vertical IC. I would guess you would have to replace maybe four of these! Thanks for asking!
The convergance or y-sus board can become faulty. The capcitors do tend to burn out. It is about a $250 + repair for this. Not all parts can be repaired, but they can be replaced. A capacitor tester and multi-meter are about the best tools for the job. If the price you get is over $250, I simply would replace it instead of repairing it..
you just say horizontal lines / and across a top of your television.I expect your trouble is the vertical line of your television . sound ok? try trouble the vertical section the check the resistor?
It sounds like a vertical deflection problem. You mentioned you had a white HORIZONTAL LINE in the middle of the screen. If this line runs from left to right across the screen it's in Verticla deflection. If it runs from top to bottom, it's in Horizontal deflection. I am assuming the problem is a Vertical deflaecion problem. The repairs necessary are most likley to replace the vertical capacitors or the verticla deflection chip.

Is good that you hit it and it reacts,very likely you have loose conections in different places but for the distorted picture you need to check the horizontal driver transformer and flyback after that is corrected you need to check the complete chassis for loose conections.Take your time.Good luck.
