Okay, so it is slightly blowing cold air, the fan is working, it's not frozen, it just doesn't seem to kick in and cool down the way it normally does. Its like it is just blowing air, but with no force! I have cleaned it, but no go. There is no water collecting in the bottom either. So how bad is it????

This could be an inoperative condenser fan.System will kick off on high pressure without proper air flow.The hum indicates voltage is present. Providing the fan motor is not locked up and will spin,Check your run capacitor which helps boost the motor voltage initially and will get it turning.If the cap is good,you may be faced with motor replacement....good luck
Possibly the unit is frozen and low on freon. Turn the unit off and put the fan off of auto to on. It should defrost! After doing this, you will need to call a professional to check to unit and recharge it with freon. If it continues to happen, there may be a leak somewhere! Good luck!
