Blue and green colors time to time get in excess on sceen
I need to know if areas of the screen are green or blue with the color set to zero or with the set on a unused video input with nothing connected is the screen a uniform grey or black? This will point to what kind of trouble you have.

Yes, its problem of convergence out chips failure, replace two big black convergence out chips in TV to fix the problem.
If you are handy with electronics stuff repair and can replace parts in circuit board with proper tools then you can fix this TV issue by yourself or ask local tech to repair it.

Your blue LCD panel has gasped it's final breathe. Unfortunately, this is not something that can be repaired at a component level in the field. Your TV requires the Optical Block Assembly to be replaced in order to restore it to it's former glory. HOWEVER, due to the part cost, labor fees, and age of this model... you should spend this money on a new TV and put the balance of the unspent money back in to your pocket... this repair would be too costly to pursue. :(
