If you have the cable connected to the camera the other end plugs into the USB port. Turn the camera on to "view" and you should have many options for downloading them.
1. Turn on the camera. 2. Set the camera to Still Image mode. 3. Press the Flash button to cycle through the flash settings and select the one you need. The flash range: 3 ft to 6.7 ft (1 m to 2 m).

camera might have a hardware issue, possibly parts need replaceing, dont know of repaircosts. But I would recommend takeing the camera to a local pc or electronics repair shop for analysis. If no warranty exist anymore.
