I think that the belt is not on right. if you look at the belt diagram from the top, then on the left side then the belt is hooked up to nothing. on the right side then the belt goes through the left side of the clutch pulley.

Shredders became popular when the identity theft thing started happening and to save money they stopped making them with quiet, powerful induction motors and now it's almost impossible to find a consumer model without the poor quality loud motors that don't have enough to power to operate the machine once it's a little dirty. Anyway, unplug it, and you're doing this at your own risk, take the shredder off the trash can or its own waste bin and turn it over. If it's straight cut shredder you will probably be able to see the slot where the shredder paper exits the blade area. If it's a crosscut shredder there might be a door that will close over the blades to cut you from getting cut. Respect that, but open this door, and see if there's bits of paper jammed up around the blades. Wear some protective gloves and use pliers or some kind of tool to dig out the compacted trash, being careful not to damage or bend the blades. Now you should pick up some shredder oil from your local office store, or see link to order. Follow the instructions on the oil, and this will make your shredder run with a lot less stress. This is only a temporary fix however. In a couple weeks or months you will have to do this again. It's all part of owning a paper shredder. If you like it that much, look into buying a nicer model. You totally get what you pay for with a paper shredder.

My Binos are doing the same thing, I think it is some fixed mode it is stuck in. Anyone know how to get is back to normal working? Maybe the big AF button is stuck on?

Help please as I can't find my instruction manual.
