no its most likely failed power caps CP150, CP120 and CP114 capacitors on the deflection board are the usual cause of that symptom. You can get the RCA repair kit by the same name from www.tvrepairworld.com under the RCA repair kits category.
remove all the electrical wire connections from the back of the tv .remove the power plug from the electrical outlet and wait for two minutes and replug the wire and then ckeck.it should work.

Capacitors on power supply bad.
Replace this:
2200uf 16V, 220uf 16V. Upgrade to 35V.
Located on power supply- deflection board.

i just changed the 3 capacitors cp150 2200 16v and cp114 35v and cp120 35v. the set seems to working good now. not to hard to do if you know how to solder. take the back off the tv and they are on the board that is on the bottom left.
Check the solder connections on the flyback and also right next to the flyback there is a small white coil with copper wrapped around it that will sometimes arch causing the solder to need re-soldering
