If it's a video you recorded on your phone, make sure when you switch from camera to video,to choose limit for mms (its the second of 4 options on my phone when i slide the button from camera to video).this makes the video stop before it gets too big to send through text.try this with a new video & see if it works.
the videos you are trying to send may be too big for text. also check your camera & phone settings.if you choose to only send via wifi, but you are using 3g,4g,etc-then it won't send.
There might be some software differences between the Note 2 and Note 1.
MIGHT be, it could also be a glitch or maybe the mobile network (3G) wasn't turned on, and as far as I know, you have to press "download" on the message you get when someone tries to send you and MMS (picture/video).
If neither of the above works, it could be a glitch, or in worst case, a software difference that makes the phone unable to see/download the MMS.
