This series of HP all-in-one units have a common problem that, over time, the exposure lamp. which is florescent, goes dim. The scanner looks for the right amount of light, and if it doesn't see it, it gives you the scanner failure. In some rare cases, you can dismantle and clean the mirrors and lens in the scanner, but most of the time it doesn't work. There are no parts available for this unit.
This type of problem is usually caused by dirty mirrors in the scanner. After a few years of use the mirrors and lenses in the unit will get a fine coating of dust particles on them. The dust interferes with the scanner initializing the optics. When this happens the unit displays the Scanner warming up message on the screen and keeps trying to move the scanner assembly to get a good reading from the pickup. To solve the problem you will need to disassemble the scanner portion and clean all of the mirrors with window cleaner and a soft cloth or q-tip. To get dis-assembly guides just do a google search for the 'scanner warming up' error.

The Scanner System Failure error occurs if the scanner bulb is not being
heated up to the correct temperature or there is some other issue with the
scanner hardware. Verify that the scanner bulb is lit. Power cycle the
all-in-one product and see if the error comes back. Perform the steps given
below to power cycle your all-in-one product.
1. Shut the computer system
off, then disconnect the all-in-one product from the power source. Leave the
all-in-one product disconnected from the power source for at least one full
minute. 2. Reconnect the power, then restart the computer system.
If
it does, take it off of any power strip and plug it directly into a wall
power outlet. The power strip may not be supplying enough power to the
product. Cold ambient room temperatures may also cause this error. Try
moving the unit to a warmer room and see if the error reoccurs. The unit
will need to be serviced if the bulb does not come on.
Perform a
semi-full reset by following the steps given below:
Caution: A semi-full
reset will reset or clear the following information:
* Return the
user settings to the factory defaults * Delete language and country settings
on some models * Fax logs * Fax headers * Fax speed dial

You need new scanner section but try first to clean this one.Disassembly the printer and pull out the scanner section.Open it cover and inside you'll see the mirrors.Clean the ash from mirrors using cloth which leaves no hairs. WARNING! If you don't have a technical skills don't try to do anything. If this not help you need to replace the scanner section.
I have been finding that scanner failure when the light is still working is usually a dirty scanner. Disasemble and clean the mirrors with windex. No job for a novice, but what have you got to lose at this point.
