Does it do his on the other bands also? Check your heat sinks in the area to see if they are also hot.the hottest one is probably going to be the culprit .Now find out what is on the sink and back step from there until you find out why that sink is getting hot.

Sounds like the PLL may be toast. Either that, or someone has **** with the wrong potentiometers or tuning slugs in the radio, causing to to no longer resonate on the correct freqs.

If there is no transmit at all, it sounds like it wasn't fully refurbished. If it is just low modulation then just turn VR16 and VR14 all the way to the left.
If its not working at all, send it back. It hasn't been refurbished.

You may have a bad RF Transistor which is tied to the CB chassis, since it takes several minutes to break down, it is a thermal issue "tough to nail down" probably easier just to change the part.
