The dots cannot be rectified, static dots of this kind on an LCD panel are dead pixels or liquid cristal leaks, depending on their hape and aspect.
The only fix is by replacing the LCD panel, that is an expensive part and must be ordered by phone, as it is not normally in stock.

Take the tv aparts.The board where the power a/c cord plug into.That the power supply board.Take some super glues,put it all around in all those transformers will stop the high voltages air escape in those transformers to make those whistles noises.

If u unplug the tv power supply source and replug it back in the tv problems it go away?Yes.The power supply board is the source of the problems,it have dying capacitors parts.U have all the tools and understanding basic electronic also can do basic soldering?Yes,check carefully in the whole power supply board for dying capacitors parts,capacitors are dying are alway bulges or puffing up on to it tops.Replace all the dying capacitors with new capacitors with the same Micro Ferit and the capacitors voltages like 5 to 10 higher voltages more than the old capacitors for better heat resistances.Or tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish power supply board for the replacement.
