Electric Cook top works ok but key pad controls for timers etc not working right
You will need to replace the control board. Here is the part to order.

Sounds like your going to have to replace the control board. Sometimes after a power failure there's a surge when the electric comes on and this can fry a control board.
SOURCE: Electric Oven not getting hot enough
there are relays on the oven control that turn the elements on and off, sounds like you need a new control
SOURCE: GE Profile JGB97 Self Cleaning Oven Controls won't work
It sounds like the controls have been placed into a lockout mode. If your model is a JGBP79 do the following:
1) Press the BAKE and BROIL HI/LO pads at the same time for 3 seconds until the
display shows SF.
2) Press the SELF CLEAN pad. The display will show LOC OFF.
Now here is where the directions are kind of confusing, I will give it as they say it:
3) Press the SELF CLEAN pad again. The display will show LOC.
4) Press the START pad to activate the control lockout feature and leave
the control set in this special features mode.
Seems to me if its locked already, you would just do steps 1 and 2. And if you wish to lock it do steps 1 thru 4.

Sir, I think the top oelement is for broiling ONLY. It should not turn on when baking. The clicking may be the oven heating up.
How far apart were the oven temp instrument and the digital?
Don't expect them to match...they are inaccurate.
1. Heat water until it boils. Place digital therm in boiling water until it comes up to 212deg. If it is not at 212 in boiling water, record the error.(this gives a rough calibration to the digital)
2 Turn on oven, set to 350 deg, place digital therm on rack. Wait until oven reaches 350 (on stove) and read the digital. Note the difference between the two
SOURCE: GE Spectra XL44 Gas Oven, flashing "Locked Door". Can't use oven or close door
I had the same problem happen tonight. I have an XL44 self-cleaning gas range. We unplugged it for several minutes and pressed 'cancel' a bunch of times--neither worked. We finally lucked out--opened the oven door and pressed a black button on the upper left side of the front of the oven. It turned out the flashing words and unlocked our door. Weird. There was nothing in the manual about this...
