Have just done a complete strip clean inspect and rebuild of carb with new gasket kit. Starts after priming and will run with a bit of throttle, but will not idle

I would readjust your idle mixture screw with engine in gear and on the water at an idle. That is a common problem after rebuilding carbs. It will run diferently under a load in the water. Just tie up to the dock and adjust them there.

I have found that 99 percent of the time when this happens it is carb related. It is very possible that you picked a a small piece of grit or trash in the high speed jet of one, or both, of your carbs. I would be willing to bet that pulling the carbs and cleaning them will resolve your problem. I am almost positive that will fix your problem, mainly because it sounds like you've already tried everything else. I had this same problem last season, and what had happened was I left the vent open on my fuel tank, we got a shower, and I pulled just a small bit of water into the carb and that was it, she would not do anything over idle until I pulled the carbs and cleaned them. i even put the water muffs on it and let it run in the yard for about an hour thinking that it would burn the water out, but i was wrong. Anyway, clean the carbs and i think you'll be in good shape, Good Luck.

have u tried to adjust you timming linkage? its on the side of the motor where the shifter linkage is try to turn the bolt in or out while running you may get it to idle better if the power pack was bad the engine would cut out at all speeds

If you have a primer bulb and the motor "recovers" after a near stall with a pump of the bulb, then you have to replace your fuel pump. Johnsons do have this problem often. Otherwise it could be the high speed jets although it sounds like you checked the carb good. Also if you have a primer bulb, Replace everything from the tank to the engine. Costs about $14 at Wal Mart, $55 at a boat place.

Sounds like it needs a fuel pump kit, and possibly also a carby kit.
take photos as you are pulling the fuel pump or carby apart, or get a service manual for the outboard. The dealer might photocopy the pages you need if you ask nicely.

I need to know what else could be causing problems, or if it is most likely the low speed jet blocked or restricted. I sprayed carb cleaner through all orifices and blew through with compressed air. the whole unit was fully stripped and cleaned twice and still has the same problem.
