You can restrict the ratings of the app by age not by one particular app by name. Go to settings, general, restrictions, enable restrictions, set up your passcode you want to use, scroll down to allowed content, then you can age restrict music, movies, tv shows, books, apps, and in app purchases.

Some videos on youtube are age restricted (generally videos containing some adult contents can be wathced by 18+ users only and you will have to sign in a google account as a confirmation of your age )

If you mean set up parental controls, you need to have an account on the laptop under your name with your own password (the next bit s taken directly from Microsoft)

With XP, all you can do is set up content adviser, which is a bit limited

Being unable to sign up due to your location, would mean your country.
I have taken a look at the website along with terms and see no age restriction mentioned - so see no problem with your age.
I do notice that on signup there are only a limited amount of countries. If your country is not listed there, then most likely they do not accept registrations as the service would only be available in the countries listed.
