does the lens seem stuck, does it not extend or retract properly? Try to unstick the lens by gently pushing it in or pulling it out a little bit. IF that fails, the gears are too misaligned to repair it without opening it. If you're out of warranty, there are third party place that replace them such ascamera lens repairs. If you want to do it yourself, there are also free camera repair guidewebsites that show you how to replace the lens, the replacement part is usually available on ebay.
Error 99 is one irritant in many Canon SLRs. In general, it means there is some problem with the contacts. So try cleaning the electrical contacts of the body and lens with a pencil eraser. Please take care to hold the camera upside down while doing this so that the residue does not fall inside. Also take out the battery and clean the contacts. Now re-attach everything and try taking the image. Also check if your lens has an aperture ring and aperture lock. If so, lock the aperture ring at the minimum aperture. If these do not solve the problem, try updating the firmware to the latest one.
remove the battery, let it sit for at least 2 hours, then put it back.
put the batteries back, then gentle push the lens sideways to free its stuck part. if the error still occurs and the lens is not retracting, consult the
warranty for the device as the lens assembly gears may be at fault.

Here are some things that you can do to try to correct it. They only seem to work for less than 50% of the lens errors, but if the camera is out of warranty, they're worth a try.
