Don't panic, the situation is not too bad, as the laptop's hardware is still all ok.
The Ghost software probably did not work because you did not make a complete bootable ghost CD from Windows when computer was working, or you did not do the ghosting procedure properly, or finally the ghost cd is corrupted.
if F11 does not work, it means that the recovery partition on hard disk had probably been corrupted by the virus.
Check if your laptop is covered by some insurance or extended guaranty to cover expenses for system reinstall.
Best way to proceed is asking a copy of restore cd fro your model from
HP.Contact them and ask how to obtain a copy of CD in your region, In UK they charge you £25 or so to send you the disk.
If for some reason you cannot get the restore cd, you will have to re-install system from a generic windows cd, possibly the same Windows version to validate the licence on Windows sticker at the bottom of your laptop (eg. Vista Home, XP home edition, XP professional etc.).
If you have to use a generic Windows disk you will need to download all drivers from
HP. and install them after installing Windows.
Also a good choice can be locating a computer repair shop in your area and having the system re-install done using the licence number printed on the sticker at the bottom of your laptop. This job usually is not too expensive, in London, where I work, we charge £45 to do system restore.
