check D7 and small cap to the right(forgot # returned tv) in the power supply area.i found diode leaky and cap dry.Thats how i fixed the blinking red light.hope it works.
Looking is one thing and testing is another. You will have to check for the 5 volt standby on the power supply then check for activity from the micro to turn the power on to the run state.
i have fixed one like this and in my case it turned out to be the shaft from the motor to the fan was broken , so i just reglued the fan back onto the shaft with a really good heat resistant glue and it works fine .
