I need to replace the fans in my dell 4600 with the quietest fans possible

Sizes of the fans..? and u might wanna check TigerDirect.com or NewEgg.com they are pretty resonable.

There really is no difference when it comes to the fans.... they all create the same noise level...

Fan is noisy. Can this be replaced easily

Yes, undo the screws, purchase a replacement fan and reassemble.

How do you remove the left side panel of the CPU? I need to get to the fan.

You don't really need to remove the left panel. Just follow the instructions listed here to replace the fan units.

Turn off your computer, if your familiar on how to open-up you CPU do so, then,

Try cleaning the fan.

What you can do is clean it with a bush (ex. paint brush-a clean one) or a clean cloth.

you can also try to remove the fan then at the center of the fan there's a sticker, you can safely peel it off then you will see the center of the fan, you can apply machine oil on it, then put the sticker back. Then turn on your computer, let's see if you still has the problem :)

sounds to me like a failing psu, you may need to test it with a psu tester if you have one available, if not any local pc repair shop should have one

My Dell Dimension 4600 PC won't power up. When you press the power button the power light shortly lights up and the fan fan of the power supply rotates for a short time and stays off.

you may need to replace the power supply and ask a local computer technician to replace it

What diameter is the processor fan?

its not a standard diameter for a pentium4, ime not sure of the diameter as dell does not list it and the actual fan is on the case , ported to the pentium4 cpu covered with a heat sinc. Your best bet is to physically measure it or take it with you when you buy a new fan. If you have the outside dimentions ,the correct screw hole pattern and it fits under the plastic shroud, you have the correct fan..
