I found a Sachtler 20 SB 1188 tripod at the church I work for. Everything seems to work fine except the tilt head, which acts locked or unable to engage. I set the drag adjustment to 0 and have checked to make sure the vertical brake is off. Any other ideas?

Probably by undoing various screws, allen bolts etc, but I would advice approaching this with great caution, as they are precision items and it would not take much to render them both useless. Apart from other considerations, how is the fluid contained within the head ?
Sounds like your built-in level may be out of alignment. You may want to try to level the head using a hand level to double-check the accuracy of the tripod head's built-in level.
Just press hard on the bubble with your finger to turn the bubble light on. You may have to do it a couple of times. It goes off by itself after a short time.
Any head that matches your requirements. Do you want a ball head? A tilt-and-pan head? How much weight will have it to support? The tripod comes without a head because no one except you can decide which is the best head for you.
