Hi tomblasio BluRay is the latest video technology on the market and has nothing to do with NTSC DVD HQ . First came VHS , followed by VCD ( video cd ) and later DVD ( digital video disc ) . NTSC is the standard manufacturer's technology in use mainly in the States and Japan . Europe generally uses PAL system . Bluray discs produce superior image quality and offer 5x more stockage capacity than the dvd discs . They are also the far more expensive than other products . DVD and BluRay are NOT compatible . While a modern PAL TV can display NTSC sources (namely DVD players and PAL VHS players that support pseudo-NTSC), an NTSC TV can not display a PAL source, unless it's an expensive multi-standard TV. Sorry pal, bad choice.
Based on your post/description, you need to get a multi-system TV to go with your multi system VCR if you are going to playback VHS tapes from different regions.
You are quite correct "Plays NTSC tapes to NTSC,
Will not Play Pal to NTSC" to play PAL (even Secam) you would need a PAL/Secam TV. They have a different system for color and audio. In some cases, you can still play PAL but you get it in black & white and picture squeezed from top & bottom.

What do you mean by "not able to play my VCR with some cassettes. " Is it that some tapes do not display images? No Video? From your name it seems that you are from India, Assuming that to be so, I also presume that you must be possesing a Multi-System VCR, to play back PAL Tapes from India, and NTSC tapes from the US.
And if that is the case, I guess it is a simple problem of resetting the System standards. Please go to the Main menu of your VCR using the Remote, and select AUTO in System (You will be given choices of AUTO, PAL, NTSC 3.58, NTSC 4.43 and NTSC PB PAL.
Likewise, it is entirely possible that your Television SYSTEm Standard has been accidentally changed. If it is Multi System TV,
Then, again, using the Remote of the TV, select Menu, and then select AUTO in System.
In all likelihood your problem should get solved.
