Make sure you have new batteries
and that there are no power cables close to the mouse or receiver, I have seen this cause problems many times.
Try pressing the connect button on the receiver then keep pressing the connect button on the mouse until the receiver light stops flashing. Sometimes the connect button is under the battery cover for the mouse
You need to tell us more then "MY mouse"... but I'll try to help. First: there must be button to power off/on your mouse, switch to off and then on. If red light continues to flash clean connections on mouse and on dock (where you charge mouse), try to charge it, if red light continues to flash check if you can replace battery if not it's time for new mouse.
I would replace the whole setup with a new mouse and keyboard. A lot of manufacturers out there have faulty products and wireless input devices are not known for their reliability. I would suggest a logitech setup. This seems to be the most stable brand that I have found.
