I figured it out with absolutely no help from the manual. To initiate recording, you have to press the timer/set button. After the DVD recorder finishes recording, you have to re-press the timer/set button to take it out of recording mode. I think their book needs to explain that more clearly.

My solultion is described below: (i.e. return it)

This machine is a piece for crap. I bought it in March of 2010 from Costco. The programming methodology is crappy compared to my old Sanyo. I sent it in for repair when it would no longer accept programming instructions for a timed tape recording. i.e. it just kicked into DVD mode when I hit the final programming button and the tape started to 'run' while the DVD screen presented itself. They sent me a new one and after running into the identical problems as the first unit, I returned it to Costco for a refund. Toshiba (made in China) never again.
