That message is when you have your computer set to network boot. You can disable it in the bios or change the boot order to put network after hard drive. Press probably Delete when booting to get into your bios and look for Boot Order.

It is not recognizing the hard drive, Open it up reseat it. Then check BIOS by pressing F key noted on startup. It must be noted there in order for it to boot correctly.

The system is not finding any bootable media (Hard Drive) and is attempting to boot via the network card (PXE Boot) the error message is saying that there is not PXE network to boot from and it is exiting the process.
Generally, this is caused by a hard Drive failure. Reseat the drive and or drive connections and see if the system will find the hard drive.

sounds like a driver issue try to go to toshiba's website and download the latest drivers for the NIC card.

media test failure like above while
booting means that the problem already solved as long as you can get
into Vista/win7/xp as usual. PXE shown in the massage is
the Ethernet network boot option which you’re not using. There are 4 options you can use for boot up the laptop:
1. Network
2. DVD/CD
3. USB Storage
4. HDD

That was better to use HDD unless you are connected to a LAN then you need to change it to Network

1.Go to Bios Settings
2.Remove LAN booting from booting options...For laptop ,type "X" on the LAN booting option.
3.Save The configuration(F10)

your e-machine is set to boot from the network (PXE = Netboot)

go to your BIOS and make sure you boot from your hard drive
