First try adjusting it. The head may be set so low, the head can't latch. Does it latch with no whisk attachment? The video shows how to adjust it with the whisk in place using a dime..
If that isn't the reason, spares are available and dealer service is available.
To raise the head you move the locking lever back & lift the front of the motor unit up. To lower it you also move the locking lever to the back and then lower the head and release or push the locking lever forward to lock the head down while using it.
Contact Viking customer support at vikingrange.com and describe your problem. They can get you the correct part quickly. I looked on their web site for an exploded diagram, but didn't see one. They'll help you with this and I'm sure that the costs associated with repairing your mixer will be minimal. Best regards, --W/D--
In my case the lock was not engaging fully because the internal mechanism was bent too short. I'm not sure if this happened over time or if it is just a manufacturing defect. If your mixer still has some up-and-down play to it when the lock is engaged, then you might have the same problem as me

With the cover removed you have access to the locking mechanism. In my case, the latch is connected to the locking lever via a bent S-hook. The hook was just slightly too short which kept the latch from engaging completely. If you remove the two screws holding the hook in place and that allows the lock to close completely, then you have the same problem as me. (You'll feel the difference immediately. When fully locked, there is practically no wobble in the mixer head.)
I lengthened the hook by placing it against a flat surface and hammering the bend out a bit.

Tilt-Head models • Unplug mixer. • Lift motor head. • Turn screw (A) SLIGHTLY counter clockwise (left) to raise flat beater or clockwise (right) to lower flat beater. • Make adjustment with flat beater, so it just clears surface of bowl. If you over adjust the screw, the bowl lock lever may not lock into place.
Bowl-Lift models • Unplug mixer. • Place bowl lift handle in down position.
• Turn screw (B) SLIGHTLY counter clockwise (left) to raise flat beater and clockwise (right) to lower flat beater. •Make adjustments with flat beater, so it just clears surface of bowl.

On my kitchenaid stand mixer, the lock lever to lift the head is located on the opposite side of the speed control. If there is no lever there, check to see if there is a spot that looks like there should be a lever there, if there is, but the lever is missing, you might have ended up with a mixer with a manufacturing error. In that case, your only option is to take it back to the store where you bought it.
