As you mentioned, the cursor keeps blinking, this means that the system is not able to locate the hard disk so that it can start your operating system. Ensure that there is no disk in the CD/ DVD rom and open the bios by pressing F2, DEL, F10, or whatever key that is assigned to the bios. You can find this at the time the system starts. Enter the bios and restore the bios to default settings. After restoring the bios, save the settings and restart the system. This may resolve the issue.
Download WinUtilities from download.com and run the registry and cleaning utility, and defrag. If no change! try a system restore and bring the computer back to an earlier time before this happened.
The battery could be dead or completly dead so that means it won`t hold a charge. The way to fix it is to replace the battery. But this might not be the exact reason though.
Does your netbook have a vga out? If it does then try testing your netbook by connecting it to a compatible external monitor by connecting a vga cable. If you see youre regular boot up in the external monitor (because you said that you can hear your netbook boot and i pressume that it is windows that you are hearing) then theres something wrong with your netbooks monitor.
