Re:
This sound is the power supply trying to fire, leaky caps notholding proper b+ voltage.you can check the error codes once the set does fire to view the fault code and narrow it what section is possibly at fault.rca sets take three tries then you out feature. thats why when it does fire check the codes, get a service manual also to help you out.

You have may be two bad eletrolytic caps and a high voltage safety cap that are bad. And maybe a bad flyback. This is the common problem for this TV. Sorry!!!
chirping sound is a short of some kind, could be the flyack or horizontal output, could also be a bad picture tube or power supply capacitors, you really need a tv repairman to troubleshoot this.
A 1995 60 inch rca good picture and sound. Then it started a cracking noise and a hissing sound, then the picture went blurry. then it was nice picture and sound, then it died. took the back off and turned out the lights. Plugged the tv in and out from the wall socket and there was a sparking noise and a small arc when i plugged it in and out a few times ,at the part that the power plug plugs into. The white part that is beside the white power plug part has thick red wire coming out of it and goes into another plug that has more red wires in it. but the big white part beside the power plug part looks burnt and has black powder on it. that part is probably the problem but maybe not, what it the name of that part and how much would it cost and is it plugged in or soldered.
If the set trys to turn on and makes noise three times then you hit the switch again and it will try to come on again churping three times , its a shorted horizontal output transistor and a bad flyback transformer. And Im sorry to tell you the transformer is no longer available according to RCA. Its a shame. I just threw out a 56" and a 32 " set that needed a flyback and could not get them.. Well good luck
