It depends on which universal you are trying to program. There is not a set code for all remotes. Every universal manufacturer has there own set of codes. Thanks for using fixya.
This set has a shorted horizontal output transistor and possibly a bad high voltage transformer. If you repair the set, also solder the horizontal drive for the transistor listed above. Try www.encompassparts.com for parts. the h-ouput transistor is p/n: 223942 and the transformer is 223952 .Thanks and good luck.

I had the same issue, turns out all I had to do was change the channel to 00, then my games or whatever I hooked up to the component inputs in the back worked like a champ.
Is the brightness in the middle of adjust range? Is the picture
or contrast adjust at 3/4 ? Next,adjust the screen voltage on
lower rear of cabinet = one control is focus and one is screen..

The only thing that wasn't clear was how to get into the service menu. With the TV on, press and hold the MENU button on the front panel of the TV and press POWER then press VOL+.
The GE (actually RCA) 31GT660 uses the CTC187 series chassis. This chassis is notorious for bad solder joints on the shields around the tuner and microprocessor. When the solder joints on the shields crack, the microprocessor and EPROM lose their ground and the EPROM's data becomes corrupt. The solder joints on the shields will all have to be resoldered and the EPROM reprogrammed or replaced by a qualified tech familiar with the 187 series chassis.
