Only way is to get it serviced. Replacing a screen like that is complicated and annoying, you also would need to order a panel and digitizer replacement if that is damaged too.

Most of the tablets have a reset swithch. If there is not important data, you may try resetting the device. It may be a good idea to reflash the device with its original software.
I think your Viewpad 7e needs to be serviced. I hope it's still under warranty.

I am actually working on a Viewpad 7e right now with the same symptom. I think it will need a new main board, but if I do come across another solution I will post it here.
put micro sd card into usb with a usb micro sd holder a put music or photos onto it/put micro sd back into viewpad slot next to sim card slot /thats it.
External HDs are not usually recognised on boot, however some external CD drives are..
although most of these type of devices have a built in recovery partition, which should allow you to restore this tablet back to factory without having to resort to loading from external devices.
try pressing f10 or f11 on boot or look for other messages on bootup to press a key combination
if all else fails try looking for instructions on factory reset from the manufacturers website
