I recently bought a used 360 and it works fine except during the cutscenes in games. During Gears of War during any cutscene the audio rolls along perfectly, but the video does not catch up and lags behind often freezing. This isn't a problem w/ regular xbox games only 360 titles. Also when playing 360 games my system seems obnoxiously loud. Does any one know what could be causing these problems?

The copy of the disk could be corrupted in some way. If possible, try a new copy of the game. If it is new, there should be a warranty that will pay for a new one. If it is used, the warranty may have expired.
Have you tried uninstalling, and reinstalling the game? I know sometimes during the install the data could corrupt, or just not come off right and make the game glitchy, another thing you can do is look for any updates the game may have had on the internet.
2 things to try here. The simplest is to put a disc drive cleaner into the dvd drive and run it a few times. If this doesn't solve your problem, consider installing the game to the harddrive. Sometimes this helps especially if the error occurs during loading or cutscenes.
Its a problem w/ the console...it does this with every 360 game
