Your tv set may have a short circuit both in the power supply and horizontal output stage. The first approach I suggest is to check the rectifier fast diode in the line supply (90/100V) for short. This model is prone to burn this component and may be associated with some problem in the horizontal output or even in the RGB output.
I would like to point out that this task require a technician as should be supported with a schematic of this model.

R403 would usually denote a resistor and not a capacitor.

Capacitors do fail but usually don't burn out in such a way but resistors do, usually because something has happened elsewhere in the circuit that overloads the resistance. I have never seen a burned capacitor but I have seen resistors glowing with heat and some white hot until they virtually evaporate blackening nearby components.

I suggest you take another closer look at the circuit board...

if burned components are on output stage or amplifier section on board..Then look at the oposite side of amp..Both amplifier section should be a mirror image oof componentc from other..that way you can know the values of parts.If they are on power supply section ..Then you might need manual if available..

h/line is due to vertical section failure. 1 reduce brightness as you will get h/line due to vertical failure. 2 check v/section for loose contact or yoke connection. 3 check supply to vertical section. 4 check associated parts in v.section 5 at last check for vertical ic. resistor R410 CONNECTED TO high voltage transformator T444 is low value resistor. .5ohm to 10 ohm. it burnt again due to short cht in vertical mainly due to ic. hope this will help. as per schematic diagram go to www.serviceinfo.com
