The best way to describe this is by showing you a scan. It prints this way on almost every page, with slight variations of how far off each layer prints.
The scan is sadly only 200dps, but hopefully you'll get the idea.

It looks like the printhead makes multiple passes, but each pass is vertically misaligned with the previous.
There are no error codes, and none of the troubleshooting guides even mention any sort of alignment issues or adjustments.
The serial number is high enough that it should not require the firmware update.
Any suggestions would be greatly appreciated!

It actually is a problem with the drum. I have read that excessive oil on the drum itself can cause the issue. I have one that is doing the same thing. If you take it apart, you can try taking a soft lint free cloth and wiping down the drum. If that does not work, it will probably need a new drum.

If you can adjust the printer's settings at either the printer's interface or on your computer - go into 'settings'. You'll want to look for something like initial setup or print quality - or possibly print report and this option may come up - but you should try and print an automatically generated alignment page - once printed, they're scanned and adjustments are made by the printer to produce the best images it's capable of. There are going to be other 'tools' such as clean ink cartridges, etc. - good to periodically perform all of those actions - but that 'alignment' page and scanning it should really help you out. All the best.
Align completed?.. Take cotton wet cloth( dip cloth in to normal cold water sqeeze it) clean encoder strip left to right once gently..check any markings on it?..do align once again I hope your problem will shortout..
Check if the alignment page has been printed correctly i mean the bars printed with a little yellow color around it right?
Okay what you can do is do a reset first. Follow the below things
1. When the printer is on remove the power directly from the back of the printer. 2. hold # and 9 key and connect the power 3. Printer will show you on the screen it is resetting the NVRAM then release the buttons
The printer will print alignment page again this time try to scan and it should work.
Here's how to stop the unwanted print out of test pages.
1. Let the printer print the test page. 2. Place the printed test page in the scanner face down and wait for 10 seconds. 3. Press the scan button of the printer to scan the printed test page. Make sure that the printer scanned the document properly.
That's it. Every time you install a new cartridge, the printer aligns the print cartridge as well as testing/aligning the scanner.
Note: Try to look at the top of the test page, it should have instructions to place it in the scanner.

HI As soon as the printer prints the test page or alignment page place it
on the scanner glass (Place the printed side down) before that Examine
the scanner glass and white scan backing. Clean the scanner glass and
scan backing if they are not clean. To clean the scanner glass and scan
backing, use a soft cloth towel slightly dampened with clean water.
After That press scan on the printer button panel it will resolve your issue.
Try to double check it by turning it off and turning the printer back
on after 2 minute's. If still the problem exists call HP Total Care 800
- 474 - 6836 if you are from US/Canada.
) Lift the lid of the product.
2) Place the top of alignment page face down in the right front corner of the glass.
3) Place the alignment page face down
4) Close the lid.
5) Press the Start Scan button.
6) The Power button light will blink during the alignment process.
7) After the Power button light stops blinking, alignment is complete.
The printer prints alignment page; after enter button. Place the printed page in scanned glass properly. Press the scan button and wait untill the ON light stops blinking. Now alignment is completed.

3. An alignment page prints.
4. Place the alignment page onto the scanner glass.
5. Press the "Scan" button.
6. Once scanning is complete, the cartridge has been aligned for optimal print quality. Alignment must be complete before continuing with any print jobs.
You need to load the PRINTED ALIGNMENT PAGE on the scanner glass, then press on "OK" button. It should start scanning the alignment page. That way, you are completing the PROCESS of ALIGNMENT.
I am assuming you have Windows XP here. This quite often happens when you haven't aligned the cartridges. To do so go to 1. Start. 2. Settings (or Control Panel if you don't have settings). 3. Printers & Faxes. 4. Right click on HP PSC1210 (or whatever your machine is called) 5. Click on Properties. 6. Click Printing Preferences. 7. Click on the Services tab (top right). 8. Click on the big button with icon beside Service This Device. 9. Click the icon beside Align the print cartridges. 10. Finally, follow the process described. You will probably have a page print out which you then need to scan (make sure you scan it the right way).
After aligning is complete you will hopefully not get any more test pages (until you change the cartridges again that is).
Of course there may be another issue. If this doesn't fix the problem let me know and we can go from there.
