For hair around the brush bristles carefully cut along the length of the brush roller taking care not to cut any of the bristles, then pull them off. To check the length of the bristles, make sure your vacuum is unplugged, lay it upside down and lay a card or straight edge across the bottom plate to see how much bristle sticks out. If it's even the the bottom plate it's time to replace it.

The belts may look fine but may be stretched and worn. Replace them. Make sure brush spins free. Idler pulley should tighten belt tension when handle is released

First things first lets focus on the brush roller. Unplug the vacuum and turn it on its side. Look for any noticeable clumps of debris or hair strands that may be caught in the brush roller. Remove these obstructions, probably best to do so with a scissor if it's hair or long pieces of carpet fibers. After removing the debris try manually rotating the brush roller to uncover other hidden clogs. Another thing to take note of is the condition of the bristles on the roll itself. Are they loose or worn down? These are signs that your brush roller is in need of replacing.

While checking out your brush roll you might as well take a look at your vacuums belt. Your belt should be replaced about every three months. After regular usage, the belt will stretch out, lessening the tension on the brush roller. Lesser tension diminishes the brush roller's turn rate and speed. If the belt feels loose then it certainly is affecting your vacuums suction as well as your brush roll not moving at all.

If the brush won't turn by hand and cleaning it doesn't solve it you may need to replace the brush roll.

There's a possibility the bristles on the brush are worn down so much they no longer make good contact with the carpet, hence they don't brush certain types of debris into the airflow of the powerhead.
You can check the brushes by gently stroking the palm of your hand along the brush area to see if the bristles make good contact. A visual check can also be made by looking at one side of the powerhead, line it up so you can see the other side. If the bristles can't be seen, the brush needs replaced.

The numbers on the beater bar end caps are used to lower the brush down as the bristles wear down. When you bought the machine, the brush roller started in the 1 setting. One year later, after the bristles have worn down, you can move the numbers to 2, then 3, etc.

It's a pretty neat concept by Kirby, it prolongs the life of the roller brush significantly.

This suggests that the bristles on your brush roller are worn out.  When the bristles are a good working length, rotation of the roller actually helps to pull the machine over the carpet. When the bristles wear down this effect is lost.
