Comes up saying plugged in not charging but is a relatively new battery
It sounds like one of three things:
1. Battery itself no longer functions
2. Laptop Charger has inadequate amperage
3. The motherboard is defective (most likely).
If you have another battery, or a friend with the same battery, you can try that first (and someone else's laptop charger).
Take the battery out. Unplug the charger from the computer. Press the On button for 30 seconds. Then plug the charger in. If it works, then put the battery back in and you're in business again.If it doesn't work, the most likely cause is the laptop charger. Use a new one to confirm:

A BIOS update can resolve this issue and allow the battery to charge up to 100% in Windows. The BIOS update can be performed either before or after the symptom appears

You can't turn off safe mode, it means a serious problem has occured in the software of the operating system. In most cases this fix will require you reload the operating system using the recovery disks you either made when the computer was new or you can buy them from the parts dept of the manufacturer.
