Please try this:
If the scanner's display locks up or does not work properly after you connect a power source, you might need to reset or initialize it. If you have problems with the scanner, first try to reset it to retain the memory. Warning: Initializing the scanner will clear all channel memories and reverts it the state it was in right out of the box.To Initialize the scanner, turn off the scanner then turn it back on. Press 0 when the welcome screen appears. 'Please select factory tests. Exit if no key is pressed' will briefly appear. Then quickly press 1. 'Initialization clear all memory Enter to confirm Clear to exit' will briefly appear. Quickly press ENT to initialize. 'Initializing, Please stand by' then appears. Do not turn off the scanner while it is initializing. The display should then show M000 on the top line and Bank 0 CH 00 when finished.

To unlock your Radio Shack Pro-70 Scanner, you can try the following steps:
  1. Turn off the scanner by pressing and holding the "Power" button until the scanner turns off.
  2. Press and hold the "Func" button while turning on the scanner again. Keep holding the "Func" button until the scanner finishes its power-up routine and the display shows "Program."

Unit is locked, preventing programming.
do u see the little key in the upper right hand corner if so click func and then click the light bulb button that should unlock the scanner if not then u might have to reset the whole scanner by holding down the HOLD button and numbers 2 and 9 while holding all 3 turn the scanner back on and the scanner will be reset to factory settings

All channels are locked out. how do I get them unlocked
If all else fails, you can RESET or INITIALIZE the scanner to bring it back to normal operation.

To RESET:
- Power the scanner OFF
- Power the scanner back ON
- Insert a pointed object (paper clip, penpoint, etc.) into the RESET hole on the back of the scanner
- Gently press and then release the RESET button inside the hole.

NOTE: RESET will NOT erase the data that you've programmed into the scanner.

If RESET doesn't clear the problem, you can carry out the more drastic INITIALIZE process.

- Power the scanner OFF
- Power the scanner back ON
- Press 0 after the scanner completes its boot routine
- Press 1 after the menu appears
- Press ENT

DO NOT power the scanner OFF until the INITIALIZE process is complete (M000 and Bank 0 Ch 00 appear on the display). The INITIALIZE procedure will reset the scanner to original factory settings and erase all data that you have programmed.

The Hardware. The Motor inside my scanner stuck?
Sounds like you have the Shipping Lock on.
There is a lever to turn when you unpack your scanner.
This is used to lock the hardware in place while the device is being shipped so nothing shakes loose.
It needs to be unlocked when you have it unpacked and setup.

Look for a lever like this in the picture and turn it to the Unlocked position.

I have a uniden ubc73xlt handheld scanner,can't program channels, keeps saying locked out, have tried to unlock as per instructions but not unlocking.
Try a master rest:
If the scanner's display locks up or stops operating
properly, you might need to reset the scanner.
Caution: This procedure clears all the information
you have stored in the scanner. Before you reset the
scanner, try turning it off and on to see if it begins
working properly. Reset the scanner only when you
are sure it is not working properly.
1. Turn off the scanner.
2. While holding down 2, 9, and Hold, turn on the
scanner. It takes about 3 seconds to initialize
and CLEAR appears.
