There is a clanking noise and the water is being splashed up over the tub and all over the floor when the washer spins. I have checked the drain hoses they are not clogged, and I can reach the fan on the inside of the drain pump and spin the fan but that seems to be where the nose is coming from. Also there is a burning rubber smell (I think because of the water splashing onto wires but not sure).

Hi the problem will be the belt has become streched dont keep trying to use the machine as this will cause the motor to fail usually it is the back of the machine that will need to come off once this is off you will see how the belt comes off it is really easy to do and most people who can use spanners can do this with no problem.
I would say it is the back that comes off the best thing to do is take the belt off and take it to repair shop so they can order you the correct belt.
Make sure you get the correct make and model number as their are several different belts for this make of washer.

Could be splash.
If you tip washer back and look under bottom, do you see water dripping in area of black motor--even small drip? if yes, look at my post on "eco smart won't drain, smells hot".
Mine started with a little water leaking. After a few loads of small leaks, it wouldn't spin out at all--would shut itself down and then I smelled hot electric motor. You need to remove white plastic housing/black motor and replace this unit. see my issue on how to remove--it's easy to do.

Washer will not drain or spin. Got the water out andf tried it . It would spin and seem to drain what little was left in the drum. When I added about 1" of water it would not drian or spin. Drum sets at an angle also.

I removed the drain hose from the bottom left rear corner of the washer & cleaned a large amount of gooey sludge from the bottom of the drain inside the washing machine.

Check the belt area for signs of "rubber particles", this will give you an idea of the where the burning rubber smell is coming from. It won't be the wires you smell. The drain pump is independent form the belt and transmission assembly. I am leaning toward the bearing going out.
