I fixed it already. I just clean up the scaner film.
when I turn it on I get "scanner error turn off turn on" message. I've turned it off and on..I've unplugged it from the wall and plugged it back in. I currently do not have it hooked to a computer, I just use it as a copier. The scanner bulb keeps moving to and fro until it display a message to turn of the printer with a sound warning.
Cleaning the scanner mirror of my 6 year old HP 3310 solved this problem. Many thanks to jvgough for telling how to accomplish this with minimal disassembly. I was afraid of tearing up the belt, so used the on/off method of moving scanner; this process took about 15 cycles, so be patient. Dust on mirror was very fine, and looked like a film. Flashlight very helpful to see imporvement.

Had a similar problem on a HP MFC3330

Lines and streaks are usually caused by ink or trash blocking the scanner pickup. You need to open the top of the scanner and clean the scanner glass. Here is a link to a guide that shows where to look for something blocking the sensor.
You need to take apart the top and clean the scanner bulb and mirrors, if cleaning does not help then you need a new scan assembly. Usually costs more than a new machine.
Hp says you have a bad scanner unit(laser unit) or DC controller, but first reseat all your connectors on your scanner unit(laser) and DC controller. Your scanner is located under the top cover and the DC controller is located behind the right cover. If the problem still persist replace the scanner first.
there is a sensor in the paper feeder tray which is also connected to the scanner area that sensor is bit moved from its orignal position or is slightly broken while the paper jam or while removing the paper jam.
