Try using nLite or XPLite to slim down your XP footprint. Turn off all the GUI chrome and go back to the Windows Classic theme. You should have no trouble getting XP lean and mean enough to run happily in 256MB, even with large office apps.
If that fails, consider 2k. Reason being, most modern hardware doesn't come with 98 drivers, but 2k is similar enough to XP that most drivers will work with both. Also, there are no security updates being provided for 98 any more.
If you're still dead-set on 98 as the solution, please clarify your request for "DLLs".

that message means that windows 2000 professional/98 is not installed which means you have a blank computer you need to put the disk that came with it in and install the OS or purchase one but i'll warn you now those disk are not cheap around a couple hundred bucks
