Dishwasher will not drain water out

The dishes will wash but the water is full at the bottom of the dishwasher it will not drain out

    First I should start by saying that my apartment complex just replaced my disposal after them not being able to fix it, so I fixed it by cleaning out the blades. I let them relace it anyway because it was ancient and did not have a manual turn to unstick the blades undernieth.They arent bright so I would rather try to do this or just get a new dishwasher out of it. Before I came to this website I already knew to do all of the above...I did,there was a small piece of plastic stopping the internal spin and I made sure in the undercarriage motor that the fan underneath wasn't stuck as well. When the the rinse and hold cycle was on I manually flipped the switch to drain and it blew the hose off where it drains to my disposal.I disconnected both sides of the drain hose and blew air in it,no clogs.My main question I guess, is my apartment manager said something about an air bubble hinting that hose should be prefilled with water. Is that so??? If not, wht else should I do? Thanks HH

    Ran the dishwasher again - did not drain again - have manually dipped water out from bottom of dishwasher

    turned on to wash dishes. dishes didn't wash and water didn't drain from bottom. no lights on the display, acts like it doesn't have power

If plumbed in under the sink, check the spigot the drain hose goes to is not blocked - a common problem. if on drain you should be able to hear the drain pump working. if you hear a faint humming noise instead, then there is probably a foreign object stuck in pump. also check for blockage in the drain hose
