Firstly make sure you have fully backed up your phone including the SD card as unlocking will completely reset you phone & wipe the SD Card. remove SD Card if possible, if it's a built in SD Card connect phone to PC via USB & make a copy of it. I can't stress this enough unlocking bootloader & rooting will cause you to lose all the data on your phone & reset it back to Factory Condition.

It's a common problem when you do a OS upgrade, Is that the only device in Device Manager that isn't working? Any Unknown Devices? You didn't supply the Model of Toshiba, or the original OS? Download and save the Card Reader driver for Win 7, Change the Compatibility of the driver and install.
It is likely the operating system is trying to find the drivers for your sd card reader but is failing.

You could have hosed the drivers. In Device manager look under the driver details there should be some files listed. You will probably need to delete these and replace them. Since they may be system files you would need to replace them in a live boot environment such as a linux live boot cd (ubuntu.com) would be the easiest. Get the drivers it has listed copy them to a thumb drive. Boot the computer to the live CD, delete the driver files and replace with the new ones.
Check the device manager to see if the card reader is there. Or go to
the manufacturers site (HP in your case) and download and install the
driver for the reader. Get online and go to www.google.com In the
google search box type: "HP Support" (without the quotes). Look for
downloads and drivers. Enter your model number and operating system when
requested. Download and install the drivers. You can always buy a reader
for under $15 at computer shops that plugs into the USB Port.

Some SD and MMC have a security feature in them. If so you will need the disk that came along with it. After you install it then that's the time you can fully utilize your SD/MMC. SD means Secure Data / MMC means Multi Media Card.
If your card reader is not appearing in the My Computer then check if it is detected in the Windows device manager. Go to START > CONTROL PANEL > DEVICE MANAGER. Usually it is under the category of Disk Adapters or Human Interface Device. If it's not present then unplug and plug the device back in. Or try a different USB port to see if that will work. If it doesn't then most likely the reader is defective. But if it is detected and still not able to read the SD/MMC and the SD is being read by a different computer then the issue could be that the SD is not compatible with the reader.
Have you tried downloading the drivers for your SD card reader? You can obtain them for your laptop from the Toshiba download site here. Once you install the updated drivers, it will probably solve your problem. If not, leave a comment and I will try to help further.
