Windows vista I go to display settings and select 32-bits but system reverts to 8-bits so cannot see pics properly

If it keeps booting in the safe mode, at the desktop it will say SAFE MODE in each corner of the screen.
If it does boot to the safe mode, click start, RUN, MSCONFIG click OK
Click the Boot.ini tab,. and see if the /SAFEBOOT option is checked.
If the screen doesn't say safe mode, then your video resolution is set too low, and adjusting Display properties and or reinstalling the video driver should resolve.

This should be your graphics card driver is not it. The original installation of hardware drivers may be better.
If that is not what system you set up the software in question. Can be re-systems.

no you cant revert back to windows 32 bit except formatting and reinstalling the windows again with 32 bit edition

I had already tried Brian Sullivan's suggestion many times. I eventually discovered that I could get the 32 bit colour setting to stay (not revert to 8 bit) by reducing the resolution one step.
